The "How To" forum is reserved for already answered questions. Rather than it being a "How do I?" forum, think of it as a "Hot To Do" forum.

Anyway, as far as your question goes — this is a little outside the scope of support from me. (Maybe someone else can chime in?)

I can tell you however, that for the custom stuff you're trying to do, the Market files are not encrypted and are written in PHP code, so you should be able to find a freelancer that could probably help you. I've used Guru.com with success, but there is also Rentacoder.com and freelance.com.
