I want to require my customers to enter a shipping address and phone number when they checkout using Paypal. How do I do this?

I found it. At least for the phone number.

Go to Website Payment Preferences in your PayPal profile (as noted in the Market Theme readme).

There is an option to either offer, require, or completely hide the phone number field from customers.
