Does this mean if I get a developer license, I can create Market Theme online shops for my customers and they do not need to purchase any Market Theme license?

I have no plans to resell Market Theme as a different product and profit from it. Since both the normal and developer license can be customized, why should I buy a developer license for my client when I can get him to buy a normal license for me to customize?
Do I have to buy 1 license for each client?

the developer license is for you and covers any work you do for you or your clients you build sites for using market. you don't need to buy a license for your client. you just can't take market and zip it and resell it as a download product. maybe that is what is confusing you.

Yeah, if you buy a dev license it entitles you to be able to build off it over and over again for client work. You are the developer and you will be earning a commission off your customization which is why you can't just buy the standard license.
