Can this the cart be set up to charge sales tax.  I have to charge sales tax if the customer is in my state and if this theme isn't set up to do this it would be a deal breaker.  Could this functionality be passed onto paypal if so how or when would the customer input their zip code.

The theme itself is not setup to charge sales tax, however I believe that can be set in your Paypal settings.

yup it is under your settings in paypal. It is automatically added after you set it up for your state
